Ms. Nelly Muluka Oluoch is a member of the Public Relations Society of Kenya (PRSK), with extensive managerial and communication experience spanning 26 years in both the public and private sectors, both locally and internationally. Her professional experience covers Communication, Humanitarian Affairs, Sports, Education, the Arts, Digital Employability, and Social Media Management.
Before she was appointed the Acting Chief Executive Officer of the Kenya Film Classification Board (KFCB), Ms. Muluka served the Board as the Acting Chief Manager, Corporate Services and Administration, and as the substantive Manager, Corporate Communications.
She holds a Master of Arts (MA) degree in Communication Studies from the University of Nairobi (UoN), a Bachelor of Education degree (Hons) in English and Literature, from Kenyatta University, and a Certificate in Women and Leadership from the European Business University in Luxembourg. Ms. Muluka has also undertaken various professional courses in Communication, Strategic Leadership, and Management, both locally and internationally.
An astute and seasoned strategic communicator and manager, she is credited with leading the development and implementation of various policies and strategies in the communication and humanitarian sectors, resulting in enhanced brand visibility, a strengthened organizational image, effective resolution of public complaints, and an improved corporate reputation. She has also participated in several workshops on good governance, ethics, and National values.
Ms. Muluka is well-versed in the State Corporations Act, Cap. 446, and other Government statutes and regulations governing the management of State Corporations, including the Public Finance Management (PFM) Act, 2015, and the Public Procurement and Asset Disposal (PPAD) Act, 2015, among others.
